Is Your Organisation Affected by Australian and New Zealand EMC Regulations?...

If your company manufactures, imports, distributes or supplies electronic or electrical products to Australia or New Zealand then you are affected by Australian and New Zealand EMC regulations. In general, if the product in question plugs into a wall outlet or has electrical current travelling through it, it is subject to EMC regulations.

What does it mean?...

ACMA - Australian Communications and Media Authority

Compliance Folder – A collection of documents assembled and maintained by ANZEMC that support a product’s declaration of Australian and New Zealand EMC compliance.

C-Tick - EMC regulatory compliance mark trademarked by the Australian and New Zealand Governments

Declaration of Conformity - A legal document verifying that a product meets applicable ACMA/RSM EMC standards

EMC - Electromagnetic Compatibility

IANZ - International Accreditation New Zealand – New Zealand’s international laboratory accreditation authority

NATA - National Association of Testing Authorities – Australia’s national laboratory accreditation authority

RSM - Radio Spectrum Management (New Zealand)

Compliance Regulations for Each Level of EMC Risk...

Just as the risk of electromagnetic interference increases for each EMC group level so do the Australian and New Zealand Government’s EMC regulatory requirements.

Level 1 EMC Compliance Regulations...

The ACMA/RSM does not require Level 1 products to obtain EMC regulatory approval. However if suppliers wish to use the C-Tick mark on Level 1 products a completed Declaration of Conformity with an accompanying product description must be maintained by an authorised compliance agency. The voluntary nature of Level 1 product compliance does not exclude the products from adhering to relevant EMC standards but rather simplifies product testing and record keeping requirements.

Level 2 EMC Compliance Regulations...

The ACMA/RSM requires Level 2 products to comply with applicable EMC standards. The product’s Compliance Folder must contain a completed Declaration of Conformity, a product description and an appropriate laboratory EMC test report.

Level 3 EMC Compliance Regulations...

The ACMA/RSM requires Level 3 products to comply with applicable EMC standards. The product’s Compliance Folder must contain a completed Declaration of Conformity, a product description and a NATA or IANZ accredited EMC laboratory test report.

ACMA and RSM Requirements for Product Variants and Revisions...

When changes to a currently EMC compliant product do not alter the radio frequency emission characteristics then, EMC testing is not required. Examples of this would include cosmetic changes and software EEPROM updates. However the Compliance Folder must include a signed statement identifying the product variants, a description of the changes made to a currently EMC compliant product and a statement of rationale for marketing the device variants under a single Declaration of Conformity.
